The Penguin is a Mythic Intimidator Hero in DC Dark Legion. You can obtain The Penguin from The Bleed and Genesis Chamber. The Penguin performance is extremely bad. When it comes to Force Talents in DC Legacy, you have to keep in mind that you cannot refund them. So before you even spend resources on the Force tree for The Penguin, you should check out the DC Dark Legion tier list so you can see how The Penguin performs compared to other heroes. It is simply not worth investing in Force for a hero that does not perform great compared to other heroes.
The Penguin’s Force priority is forces that will boost his skills. After that, you should take forces that will boost damage and avoid forces that boost health. The Penguin is not a tank but a DPS who will be in the backline.

For The Birds: The Penguin summons 3 Penguin Commandos in front of him, which automatically seek out targets and explode upon impact (no penguins are harmed in the process), dealing Spiritual DMG equal to 600% of The Penguin’s ATK to nearby enemies.
Oil spill: The Penguin deals Spiritual DMG equal to 400% of his ATK to enemies within a circular area in front of him, with a 50 chance to inflict 1 stack of [Engine Oil]. [Engine Oil]: Each stack slows the target by 10%, stacking up to 5 times. Cannot be removed.
Bird of Prey: The Penguin summons a Penguin Commando around him, which automatically seeks out targets and explodes on impact (we promise that no penguins will be harmed in the process), dealing Spiritual DMG equal to 550% of The Penguin’s ATK to nearby enemies.
Umbrella Retreat: When taking melee attacks, The Penguin immediately moves backward. Can be triggered 5 times per battle, with a cooldown. An additional Penguin Commando is summoned with each Ultimate cast.
