Obtain Relocate Ability
If you are a new player, you will not be able to relocate your city until you complete a few requirements.
The first thing you need to do is finish Chapter 10 of your main campaign. This is a relatively simple task; continue following the quests provided by the game.
You must also have a Ring power of LVL 15. (This requirement was changed a few times by developers)
When you complete all of these steps, you will gain the ability to relocate.
Relocating and Preparation for relocation
The first thing you must do is occupy 3×3 tiles, but only on your faction’s territories. You can easily see on the map which territory belongs to which faction.
Our advice is to look for 3×3 tiles with the most LVL 1 tiles to avoid wasting troops and resources. You will be able to relocate settlements once you have occupied 3×3.
There are a few other requirements you should be aware of before cleaning 3×3 tiles.
- The relocation target must be comprised of nine 1×1 tiles arranged in a 3×3 square.
- Tiles surrounding the 3×3 relocation target cannot include water, mountains, other Settlements, Control Points and other locales, Crossings, Tunnels
- Relocation target must not be in conflict
- Move your Settlement to a new location controlled by your Faction
- Players cannot relocate to Amon Lanc (where Dol Guldur is located)
- All your troops must be in your settlement
When you are certain that you have completed all of the steps, the only thing left to do is to use your relocation item. When you click in the middle of the 3×3 tiles that you have occupied, you will see the option to build.

Another thing to keep in mind is that relocation items are not free, so use them with caution. You can get them for 500 contribution points from a fellowship store, or you can spend your valuable gems, which we do not recommend. There are better places to spend your gems.
