Khamul is one of the best lower-tier Commanders with above-average stats for all 3 main stats. He is definitely Commander that will be worth your time and effort put into leveling and “grinding” for Respect points. Khamul is also one of the iconic characters from LotR lore and folklore being the second strongest of the 7 Nazguls.
Khamul is Tier 1 Commander in LOTR Rise To War and the first thing that you need to notice and acknowledge is his base trait which is “Strategist”. “Strategist” trait will give Khamul +25 (Commander) Focus, +2 Skill points, and 10% bonus Burn and Poison damage. Khamul’s highest stat is Focus. Focus reduces the damage that his designated army receives during battle. Every time when your Commander levels up you will have a skill point to spend in their skill tree.
There are three main skills and thus three different focus points in Khamul’s skill tree which we will talk about here. Note that each of these three main skills has two additional skills connected to them which you will unlock upon leveling the main skill to level 2. On Commander Respect level 1 you will have two starting main skills.
Khamul is one of many Tier 1 commanders from evil side in LOTR Rise To War same as Sharku, Grima, Agzok, Gorbag, Ugthak.
Respect level 0 Build
The first one of two starting main skills is “Shadow of the East”. “Shadow of the East” skill when active deals +% Focus damage once against 1 enemy target. This skill has 1 round cooldown. Additionally “Shadow of the East” skill at max level will prioritize the enemy unit with the highest Defence.
This is a decent skill against a single target enemy (ideally enemy Commander). Note that the “Shadow of the East” skill is referenced as a “title” rather than “skill” which essentially means once it’s unlocked and you have a skill point in it, it will act as a passive skill. This skill has 1 round cooldown. As mentioned above upon leveling the “Shadow of the East” skill to level 2 you will unlock its two additional skills which you will be able to level up. These two skills are:
- Poison Damage: (Round 1) [Against 1 enemy target] Causes the target to suffer +% Poison damage (Continuous) every round. This skill has 10 rounds of cooldown.
- Dreadful Presence: (Against 3 enemy targets) Deals +% Focus damage (effect modified by Focus stat) and enemy targets afflicted can only cause minimal damage for the next 1 round. This skill has 2 rounds of cooldown.
This skill tree should not be your focus if you are going for the optimal best build for Khamul.

The second main skill is “Second in Command” which will give Khamul a bonus +amount of Focus points and +% of damage boost for all allied melee units during combat. Now this skill is very important and powerful in the early game.
Note that the “Second in Command” skill is referenced as a “title” rather than “skill” which essentially means once it’s unlocked and you have a skill point in it, it will act as a passive skill. Additionally, on max level of “Second in Command” skill, Khamul will receive a bonus +15 Focus points. Two additional skills that you will unlock upon leveling “Second in Command” to level 2 are:
- Discipline: Defence +amount for Khamul’s army.
- Anticipation: (Allied units with the lowest Defence) +% chance of avoiding all Damage from the next 4 attacks.
It is highly recommended to max this skill tree in early games.

Respect level 3 Build
Upon reaching Respect level 3 with Khamul you will be able to unlock and level up his third main skill called “Ringwraith ” which will inflict all enemies with a debuff that will make them receive +% Burn, Focus, and Poison damage.
This is a skill tree to focus on in mid-game. Note that “Ringwraith ” skill is referenced as a “title” rather than “skill” which essentially means once it’s unlocked and you have a skill point in it, it will act as a passive skill. Like every other main skill, these stats rise as you level up the skill. At the max level of “Ringwraith ” skill, Khamul will receive a bonus +15 Focus points. Two additional skills that you will unlock upon leveling “Ringwraith” to level 2 are:
- Morgul Poison: (Each round) Normal attacks inflict +% Poison damage (Continuous) for 2 rounds.
- Nazgul Screech: (Round 1) [Against 2 enemy targets] +% of being Stunned and inflicts +% Focus Damage (Continuous) after the Stun effect ends (effect modified by Focus stat). This is an extremely powerful skill that you should definitely max out, at max level chances will become 100% so you will basically have guaranteed Stun + Focus burst.
It is highly recommended to drop the “Shadow of the East” tree in case you spent some points in it upon unlocking “Survivor” and spend points in this tree instead.

Respect level 5 Build
And finally, upon reaching Respect level 5 with Khamul, you will be able to unlock and level up his fourth main skill called “The Black Easterling” which will inflict 2 enemy targets with debuffs which will reduce their Defence and Speed by -amount, and buff 2 allied units Defence and Speed by +amount for 1 round.
This is an extremely useful skill and you should go for max level in the late game without a doubt. Like every other main skill, these stats rise as you level up the skill. At the max level of “The Black Easterling ” skill Khamul will receive additional +15 Might points. Note that “The Black Easterling ” skill is referenced as a “title” rather than “skill” which essentially means once it’s unlocked and you have a skill point in it, it will act as a passive skill. This skill has 1 round cooldown.
Two additional skills that you will unlock upon leveling “The Black Easterling” to level 2 are:
- Hamstring: (Against 2 enemy targets) Defence and Speed -% every round.
- Black Rider: (Mounted units) Immune to Madness, Physical damage +% upon inflicting Physical damage (up to 3 stacks).
